I still don't get Tags

Why are some of the Tag words big? How do you decide which words are tags? Is it like subject listings?

I'm NOT too knowledgeable about tags, but I think of them as key words and metadata. I think they are pretty arbitrary at least on here.

I think some tags are larger because they are referenced by more than one page.

It is like subject listings IMO.

Anyone else?
